The other side of land planning aspects 2017 (François Bausch)
The future of Luxembourg: public debate in November, the state planning act as well as sectoral master.
Plans and legal uncertainties: the is starting to become a “neverending story”. The procedure as it was last scheduled, again in default. Sustainability Minister François Bausch of the “benefits” of the “gained” time, and so will be held on two days in November a public debate on the future design of Luxembourg, not only under the land planning aspects.
“Finally,” many will say. V. a. is being discussed ever since, “thanks” to the European population study, “Europop 2013” the number of potentially 1.1 million inhabitants in Luxembourg in the year 2060 in and out of the Public; most recently, according to the opinion of the CNFP on the Luxembourg stability programme (► Link).
In front of an audience, with a live stream
About this figure and how realistic it is or not, land-use planning, the growth of Luxembourg will, respectively. feasible and to cope with for the resources and infrastructure of the country – about all this will be debated in November, the public, the competent Minister François Bausch in conversation with…..lu.
The sequence is already determined. On day one of the civil society: trade unions, employers ‘ associations, interest groups such as the “Mouvement écologique”, etc. Also takes place on day one, a round-table discussion of external experts. Day two is reserved for a big political discussion with Ministers and representatives of all the parties, to be moderated by journalists of major media houses in Luxembourg.
All of these events will be open to the public, in a big hall with a Live audience who can ask questions; everything will be in a high quality stream.
Input from the outside
“Ech fille mech erausgefuerdert vun all deenen Demanden fir en Zukunftsdesch,” said Bausch. Not in terms of population of 700,000 to 800,000 is more realistic: “Personally, I like to talk about something that is as far as 2060. But it is much discussed, Fears arise, and the need to take the policy seriously.” As the “organizer” of this debate, and that he himself would put on the two days, not a lot in this intervention: “We are only a framework, so that we can get the Input from the outside. And I want to hear opinions, perspectives, solutions, and proposals for Change, and not just Fears.” In order to draw constructive conclusions.
As for the renewed delay in the procedure, the Green party declared-the Minister follows this as: “We wanted to be known only to rework selectively, the legal uncertainties in land-use planning law, sectoral Guidelines in the procedure. The completely revised act, which is up on the Details, too, should follow later. In its opinion Tuesday, the Council of state against this procedure skeptical. Thus, in order to all the legal uncertainties definitely out of the way, now finish first in the overall law. This goes his way, and only when it was decided by the Parliament and entered into force, to be given to the sectoral steering Plans in the consultative procedure.”
Be on the safe side
Means: Instead of the Plans go as planned in November in the procedure (“we will also be explained, until then, done with it,” Bausch), is now riding first, the reformed planning act, the whole legislative path that, according to Bausch before the summer recess of the Council of Ministers should be sent. He hopes that this can then be used until the end of the year, or at least the beginning of 2017 voted.
And if the sectoral Plans could also go in the period January to March 2017 in the procedure, François Bausch hopes to be able to the calendrical final target, namely: “That in the autumn of 2017 newly elected municipal councils to the 1. January 2018 to begin their work with a new law and a new, valid Leitplänen.”
